番王舉兵犯晉，與晉丹鳳公主陣上交鋒，間驚鴻一瞥，欲娶為妃，遂以屠城要脅，令鳳立即過營成親，參軍龍秀云與鳳兩情相悅，大力反對。晉將虎嘯風為免生靈涂炭，假意勸鳳就范，實則在番營暗埋炸藥，計劃于番王大婚之日殺敵。鳳、云以為風媚敵求榮，潛往秦國借兵抗敵，途中被風截獲，云無奈送鳳過營。番邦郡主傾慕云，欲結成眷屬，云乘機唆使番王兄妹同日成婚，并借詞回國打點婚禮，部署反擊，豈料事敗，引起兩邦血戰(zhàn)，風負傷引爆炸藥，番兵潰敗，云、鳳終明白風苦心。
